About this tool
Voluntary Organizations Active in Disaster, unaffiliated volunteer reception, and why showing up at the fire line with a chainsaw is usually a problem. The useful version is: know the VOAD, wait to be asked, bring what they listed. Terrarium is not a CERT program, not a county OEM, and not FEMA-endorsed. This is a handshake: shared language and a place to start, not a substitute for official response.
